JVT/AVC Coding Codec Videos Don't Play On Older Quicktime

We're running in an environment that requires QT 7.3 and Tiger OS. But we keep getting videos from people with this JVT/AVC Coding Codec, and they don't play - don't even open in Quicktime. We have to open them on a system with a newer Quicktime and reconvert them before we can view them on the QT 7.3 systems...

What is this new codec and why is it not backwards compatible? Is there a place to get the codec for older systems?
