No, you cannot change it except through iTunes.
More importantly, where did you get the idea that Apple doesn't allow PayPal. Works perfectly for me. Maybe instead of blaming Apple, you might check with PayPal.MacBook Pro i7, 17". iPhone 4 (32GB). iPad 3G (64GB). Magic Trackpad., Mac OS X (10.6.4), No Windows here

But for iPad apps, while doing the set up of my new iPad today with an Apple rep while at the Apple Store, I got an iPad App Store warning that the app store doesn't accept PP for app purchases, which was confirmed by the Apple rep who told me I had to change from PP to a credit card. You're incorrect sir.

if you click billing and your billing is PayPal, you will get the following message:

Sam i responded to your other post. Steve, using safari on your pad, goto apple.com. Tap store. Near the top right is a button labeled account. Tap it, and one of the choices on the next screen allows you to log it and change your billing method.

(1) Use PayPal to buy a gift card for your self on your computer.
(2) Redeem said gift card on your computer.
(3) Buy apps on your iDevice with he credit you just put on your iTunes account.
Not sure if that will work and it is kind of klunky but it should work.
