How to add a pause to outgoing mail

We recently had an occasion where a user on our system responded to phishing mail and <surprise> the account was compromised and we had a traffic spike of about 250k messages outbound and bounced in about an hour (take that people who say that OSX Server isn't a robust platform... ;)) .

We reset the password and cleaned up the damage for the most part. The annoying thing about it all was that degraded our reputation to poor which led to some very high priority business related mail getting bounced by the place it was supposed to go to.

So, what I am wondering is how can we alter our configuration to be more proactive to having our mail config taken over by a spammer? I'm thinking some sort of warning notification that someone is sending out over x amount of mail. Perhaps some other ideas....
