Mail is creating a folder called 'junk mail' but isnt really the junk mail

My mail program has created a folder and named it 'junk mail' It looks like a regular folder, (not the Junk Mail icon). Instead of putting junk mail in the correct junk mail folder, it puts it in this one.
I tried deleting the folder, but it just recreated it. In the mean time, the legitimate junk mail folder is being by- passed for the incorrect 'junk mail' folder. The incorrect folder doesnt act like a junk mail folder.
Because of this, I cant tell the program to erase junk mail. I have to move the junk to to legitimate junk mail folder.
Whats up with this?
iMac Intel, Mac OS X (10.6.4)
