Q: Where can I find Apple loop utility sdk?

Hey guys!
I happened to erase my apple loop utility application, and now i can´t find it anywhere. Tried google it, the developer page at apple says "Download unavailable
The download you requested is not available for download. Registered Apple Developers and ADC members may view the downloads that are currently available."
What´s the deal? Isn´t it suposed to be free? Have apple stopped users from downloading it? I know I can make apple loops in garage band, but it´s alot smother to use Logic 9, workflow wise I mean.
Anyone who can help me out?

    The SDK is a software developers kit. That has nothing to do with end users creating apple loops. Also, registration as an apple developer is free.

    If you want your loop utility back then install it from the Logic installation DVD.
