Is iTunes installed in the default location in Windows? i.e. C:\Program Files\iTunes
If not, try installing iTunes there in the default location as when VoiceOver is enabled it looks there for the correct files to install onto the shuffle.

iTunes is installed in the default location, but I wonder if it's looking for the install files in the correct directory for the 64 bit version. -

My problem was with iTunes, fixed by uninstalling all apple components in the order suggested in this apple support article:
http://support.apple.com/kb/HT1923
Then reinstalling with the newest version. -
Sep 12, 2010 1:02 PM in response to Sylleanby usamytch,I have the same bug - VoiceOver can't be enabled. When I click "Enable VoiceOver" and then "Apply", checkbox again become unchecked.
Are there anyways except reinstall to fix this bug? I have a huge library and I don't want create it again for buggy iTunes. -

Oct 12, 2010 11:30 PM in response to usamytchby Herculator,I have exactly the same problem. Every time I click the box to enable Voiceover it automatically unchecks itself. Sometimes it downloads the kit and other times not. I'm not going to uninstall and reinstall iTunes for a small feature. This must be a small bug that can be fixed. I can get battery status check to work and the playlist selection to work (albeit it numbers the lists, does not name them). I just can't hear artist or track names. -
Oct 13, 2010 12:09 AM in response to usamytchby Herculator,Ok, I was able to fix this. The solution in a nutshell is to have iPodVoiceOver.dll installed in the (whatever drive letter):\program files\itunes directory. Where all the other dll's are.
For example, I use windows 7 64 bit and have itunes installed on the c drive but my library is located on an external drive (f:)
Itunes was able to download the voiceover kit but it copied it to my c: root directory. I moved it over to c:\program files\itunes and voila it worked. I connected the shuffle and started itunes and it installed the kit to the shuffle. I'm now able to check and uncheck the voiceover feature and it works perfectly fine. -

It's a shame, that Apple still didn't fix this issue on their side! -

Enabling VoiceOver causes iTunes to attempt to download VO Kit 1.4 then either times out or gives:
iTunes Library cannot be saved (Error -54)
Stuck with numerical voice overs only. There's no way to download the VO Kit for a Mac (Thanks Apple)
Has anyone else had this problem on a Mac?

Sep 24, 2011 4:07 PM in response to Sylleanby AWM-Pta,Has anyone found a fix for this yet? Downloading the VoiceOver kit (v1.4 currently) times out every time. I've tried on both Windows XP and Windows 7 64bit without any luck. I don't even get the *.dll mentioned in one of the posts as a possible fix. If possible, could someone please provide a URL for downloading the kit (or even just the *.dll), since it seems that the iTunes download app might be the problem. I'm running iTunes 10.4.1.10.
