Mar 22, 2011 11:31 AM in response to MatJ333by cooknaris,Okay everyone, I had the same problem for 5 days but after emailing Apple, they promptly emailed back with a solution. This worked perfectly for me.. It seemed the problem was that I had an outstanding order wich had not been paid for some reason, which stops you from downloading more apps until it is paid off. Follow the steps below.. This is the exact email i received from Apple.
1) Visit the Apple Store online:
2) Click Account in the upper-right corner, then click "Change account information" and sign in using the same Apple ID and password you use for the iTunes Store.
3) You should see your account-profile page. Under Method of Payment, remove all of the characters from the Card Number field. Do not change the expiration date or credit card type.
4) If you haven't already, select where you primarily use your purchases from the pop-up menu near the bottom of the page.
5) Click Continue. If you are asked to enter any other information, be sure to click Continue after making the updates so that your changes will be saved.
6) Make sure you're using the latest version of iTunes. It can be downloaded free of charge: http://www.itunes.com/download Note: Installing the latest version of iTunes will not affect your library or any items in your account that you haven't downloaded.
7) Click this link to open iTunes and access the Apple Account Information page: http://phobos.apple.com/accountSummary
8) Sign in to the iTunes Store using your account name and password.
9) On the Apple Account Information page, click the Edit Payment Information button.
10) Enter your payment information and click Done to save your changes.
*To ensure your account is functioning, you need to download a free item from the iTunes Store. To do this, navigate to the iTunes Store main page by clicking the Home icon near the upper-left corner of the window. Scroll down and click the "FREE ON iTunes" link near the bottom of the main page, then select an item to download.
Hope this helps everyone, worked for me!! -
Mar 22, 2011 2:08 PM in response to cooknarisby JAJsangel, cook you were right I did have an outstanding balance on my card (I don't know how 6 dollars is an outstanding balance but whatever).
your method did not work and I reentered the card after more money was put in, then it worked.
it's really stupid though how you have to always have a card entered in to get free apps. -

Aug 4, 2011 2:09 AM in response to MatJ333by badgerous_1979,After about an hour of angrily scouring the web, i found that if you have a limited amount of funds left on an iTunes gift card (i had £6.92) and the app you re buying is slightly more (Numbers, £6.99) then your bank will not allow iTunes to make such a small purchase (7p), which is why it declines. I would guess this applies up to a certain figure (obviously less than 59p) but i don't know what that is. So what i did was buy something else i wanted first to a value of 69p, and then the bigger purchase and it worked. Thankfully i only sat here re-entering my CC details about 12 times before i found this out! So it's not Apple's fault people, it's a bank thing. Spread the word!

Sep 11, 2011 12:44 AM in response to MatJ333by raimund27,Hi all,
I'm experiencing the same thing. I have an iPhone 4 and I'm now setting up my iPad 2. I'm downloading apps and it's asking me to verify the security code of my card. Then after filling out the form, it says "Your payment method was declined."
I'm now clueless in how to fix it. I logged out and logged in but it didn't work. I understand there are hundreds of replies but do you guys already know how to solve this?
I'd appreciate it if you can shoot me a reply.
Thanks!

Sep 18, 2011 2:32 AM in response to MatJ333by gantonopoulos00,Ok, Good morning mates, but i cannot do nothing anymore. If i choose NONE then i cannot put more information about my card, the filtres gone...and i have only one credit card, i have not an onther...so i have to work with this card, and i CANNOT for months now.
I m trying to download one not free app and i cannot...plz someone to help us? i tried to read all the answers and i didn't see something easy and normal to do to fix it, all the solutions that i read didn't work to me. And the way of these solutions didn't work too...not only the results for the solutions.
Anyway, if i send an email to Apple support, gonna fix them the problem? and not generally the problem, my account's problem i mean? does anyone knows?

I had bought a lot of apps before and poof! one day i can't buy a thig with the "Billing problem at the previous purchase." reason. I tried to fix it, checked each column wheater i missed a mistake there, but none. It's been two months now.
And i a'm kinda hate apple for this.
Maybe i shouldn't use apple at the first place and so on.
Can you help me before i start cursing on apple?
Thanx..
Much obliged.

I tried to do all again as they told me...the result was the same. I CANNOT BUY nothing from itunes.

Sep 21, 2011 10:37 AM in response to MatJ333by gantonopoulos00,So, i fixed it!
I was really mad but finally, the problem was to my credit card! I tried a lot with Apple and iTunes. Then i decided call to my bank, and yeah the problem was there finally! They had block my card for some stupid reason, and there was the problem with my itunes account!
So, be sure...but real sure for your credit card that there is no any problem! I mean, my card looked great, i mean there was many money but the bank for an other stupid reason blocked my card.
When they informed me that they unblocked my card, after one min i could finally use my itunes account well!

Sep 26, 2011 11:42 AM in response to MatJ333by Ryadh,Well I fixed the problem, and it has obviously todo with your spending limit, for credit cards which aren't automatically impacted when a purchase is made, you can get the impression that everything is sound with your card, but just in case, I strongly advise everyone who faces the issue to call the credit card company and most probably there will be an issue with the card.
I was well advised by Apple Support, promptly and efficiently.
Good luck
