why is music purchase not deducted from my outstanding balance? Instead it asks for my credit card.

    It is not being deducted from your credit?  Are you sure?

     

    Just because it is asking for your cc info, does not mean that it will be charged.

     

    This is how itunes verifies your account and that you are a resident of the country of the itunes store that you are trying to use.

    Most likely it is simply asking you to verify your billing address for security purposes, not to bill yoru CC.
