If by, "the e-mail program," you mean, Apple's "Mail" application, you make contacts by inputting them into the "Address Book" application. It's a separate application.
Since I have no idea what you mean by, "my e-mail contact list," I can't recommend a method for transferring contacts to your "Address Book."
You need to provide more information to get the answers that you need.
What's the name of the e-mail program that you want to use, i.e., Mail, Outlook, Entourage?
"New iMac e-mail," is not specific.
What's the name of the e-mail program that you were using on your PC, i.e., Outlook, Outlook Express, etc.?

You need to open the Address Book from the Dock -- this is a separate app, and from within Mail you only access the addressbook, or add addresses from messages.
In the AB app, you can add contacts, create Groups, etc. Whether you can import those from your old PC will depend upon the exact source. But the Import function in AB should give you good clues as to which ones will work.

But if the OP is not using Mail, but Outlook instead, then he won't be using the Address Book.

You may export your contacts in vCard (.vcf) format email it to your self and get it on Mac.
I would suggest you to use iCloud for contacts.
then import it as described here http://support.apple.com/kb/PH3605
if you want to use Outlook then import the same file to Outlook on your Mac.
