Press & hold the Sleep/Wake Button & the Menu Button for about 10 seconds or until you see the Apple logo on the screen .. ignore the Slide to Power Off .. once you see the Apple logo release the buttons ...

Basic troubleshooting steps clearly outlined in the User Guide are restart, reset, restore from backup, restore as new device.
If you have gone through ALL the above steps and are still having problems, then you'll need to bring your phone into Apple for evaluation.

Did you charge it for at least 30 minutes with the AC adaptor? If so, and it still doesn't respond to the reset, there is a hardware failure.
