Safari is no longer on my i-phone help

Safari is no longer on my i-phone. I even updated to the newest OS for i-phone, and it's still not there.

iPhone 4, iOS 4.3.2

None of the apps included with iOS can be deleted.

Do you have Restrictions enabled on your iPhone?

Have you added a Microsoft Exchange account to your iPhone, perhaps to access your work email?
