I'm sorry I don't know the answer to your question. But I am curious as to why you would want a static iIP Address on a mobile device. How would you use a static IP Address and why?

Touch Wi-Fi in settings, and then touch the arrow next to your active Wi-Fi connection.
Right under IP Address is DHCP BootP Static
Touch Static, and then input the desired Static Address.

The way I assign a IP address is assign a client ID, then go to the router add the ID and IP address. You have to restart both the router and iPad then your set.
The main reason for doing this is to avoid conflicts especially if you have many wireless devices connected to the same router. At any given time I have 12 devices, doing so really helps especially if you have a 2nd or 3rd generation AppleTV.
