same problem as well.
have 10.3 iTunes and there is no music tab under purchases.
this is over two accounts with apple that both have lots of music purchases.
bought some new music and still that does not show.
only apps and books.
we will have to be patient for apple to update this and get it running. it seems having 10.3 iTunes is not everything you need to see this feature working.

Which means what?
If you have made a purchase of music on any iTunes other than the United States one, then this feature will not work in your country.
So basically Steve Jobs said we are going to release something that is available only in the United States today and no where else in the entire world.
It may come to you in the other parts of the world, but at the moment we have no estimated release date.
I hope this is not the case with the entire iCloud announcement they made today.

Due to the intellectual property issues involved, it may very well be limited to the US.
I am German, but having worked for an American company for 13 years, here is what I've learned:

I think that Apple's presentation to the WWDC was as slick as always. I am surprised that the Stock Markets seemed unhappy - I have heard that the Apple price went down following the announcement. I can only assume that this is down to a fundamental lack of understanding of the implications of what has been suggested. Elsewhere on the web I have heard and read comment that the Lion, iOS and iCloud reveal was nothing new... I fully accept that this was the case but Apple have a history of doing things about right. The whole suite of changes will make a huge difference to the way we interact with our machines. Not all of the solutions are new but they will work, efficiently, safely and effectively across all of my Apple products.
On that point, i have downloaded and installed iTunes 10.3 and it works just great.... BUT... and I know this is not necessarily Apple's fault... the lack of Music on iCloud for many if not all territories outside the UK is an incredibly frustrating limitation. I am genuinely an self-confessed Apple fan - not blindly as I am well informed and sighted on lots of PC products - but I have committed to buying almost all of my software and media from Apple's stores and like many others I am left a little disappointed at the omission of Music from iCloud for users outside the US.
I am confident that in typical Apple fashion they will not only resolve the other Media types on iCloud (Films and TV Shows) in time - but whilst I remember that it took a while for us to get the iTunes store at launch, I am a little frustrated at the lack of clarity over what is clearly a big issue that Apple were fully aware of and could have been more transparent.
I look forward to some official comment as soon as possible.

Thanks. So much information to take in that I missed the small print! Apple was making a big deal out of presenting this service to the WORLD but neglected to mention this limitation (could have said USA now, rest of the world to follow).
Biggest disappointment here is that I have lots of pre iTunes+ (128Kps) and was hoping to get it all upgraded to 256Kps as was mentioned.

It seems strange that yesterday they had the new iTunes plastered all over the UK site, with the iCloud features being advertised, but you couldn't download it. Today it's all gone and they've gone back to some old 'The Beatles, Now on iTunes' advertising (it has been for 6 months or so, it's hardly new), yet you can download 10.3, except it's no different to 10.2.2.

I very much agree with your post and I think a little transparency would go along way to convince everyone outside of the US that this is the right direction to go and that we are all going to receive an equal service...
