I am quite sure that you should not have any problems using your backup on a phone with a different IOS.
Just like when you upgraded your iPhone 3G from 3.1.3 to 4.XX, it took a backup while on 3.1.3 and then restored it on your 4.XX iPhone.
No, I am almost 100% sure that you CAN upgrade and use your backup.
The new iPhone is due out probably in October, If you can wait that long then by all means wait. The 3G is a decent phone but it is starting to look a little slow when compared to the iPhone 4 or even the 3GS.

you can absolutely upgrade with no problems
BUT sync your 3G with your computer before you restore/update your new phone when asked if you want to use as a new phone or restore from previous do a restore and everything should be on your new phone

I did exactly that when I upgraded from a 3G to a 4S. Worked perfectly. As others have said, sync your 3G first to make sure the backup data is current.
There is no guarantee that a new iPhone will be available in the fall. There were 15 months between the release of the iPhone 4 and 4S.
