If you want 3G on an iPad, you will need to buy the iPad with 3G. You can't upgrade the hardware on an existing iPad.
While Tamara is correct that you can't add 3G to a wifi-only iPad, you can use the iPhone as a hotspot for it (http://support.apple.com/kb/HT4517) or buy a MiFi device to do the same thing.
Or use android 2.2 phone to creat wifi hot spot
The OP has an iPhone 4, so I doubt he/she will want to buy another phone.
The hotspot option you suggest is the best way to go. You only need a data bolt-on for your mobile phone rather than a whole new and expensive tariff. It also saves you £100 off the price of the tablet.

im in the uk and no i wont want to use a crappy android. i dontned a bolton because im with vodaphone..... the ipad needs more memory in my opinion.... 64 gig is no where near enough
