I have seen people complain of this before but can't reproduce it either. Is it a regular project?

Eh, I get the same thing.
I created a project to play around with iMovie 11 (just testing the waters). As sometimes happened, the project I created I actually liked and decided to move into FC to continue working on.
No go. Won't export as an XML.
So, I tried creating a new project using the original unedited video, exported and it works fine.
Okay, so next I go back to my project and remove all transitions, still no go. Remove all audio. Nope. Remove all titles. Nada. The final thing to check is to remove all effects completely, at which point I essentially have just my original video with some stills mixed in.
I might as well start completely over in FC. And this is why I'll be advising all of my instructors against adopting iMovie 11 if they're currently working with FC and will probably require signing off before I will deploy it. I'm not going to have angry teachers from 54 schools screaming at me because their kids built projects that can't be exported for final editing in real(ish) software.
Better they just switch off to Premiere as we push CS4 to all of our 1000 odd Macs.
I found the same thing - no export happened. Then I duped my project into smaller parts which all but one were exportable. I then did further binary split of the non-exportable part and in express speed final cut it down to simply just removing a freezed frame with ken-brun effect, made from one of my video event clips, made my initial hole imovie project export fine
