Because it's hidden. To unhide it open the Terminal in the Utilities folder and paste the following at the prompt:
chflags nohidden ~/Library

i got a new macbook pro and some resin i can't find my library in the computer its self.
Its no longer visible to the user. You can go to the folder by using the Go to Folder using username/library using the go to folder option to the right of the Finder labeled Go, then Go to Folder. What Library are you referring to? Do you really mean iTunes or iPhoto Library?
