There are three options you might try. (1) "Send to compressor" from share menu or if you have presets in compressor you can select "export Using compressor settings"under the share menu also.
(2) Under share menu "export as movie" and then import the movie into Quicktime 7 pro. Here you can re-export using the various quicktime options just as before in FCP or FCE.
(3) Another option would be MPEG Streamclip.

The only quality control you have in FCPX is to use proxy media (which is 1/4 resolution). You could theoretically switch to proxy media and share/export using that, but I certainly wouldn't recommend it.
I agree with Jim. FCPX just doesn't give you any options for exporting; they are all presets with no flexibility. So you either need to buy Compressor, or save as a quicktime movie and use another tool (both QT7 Pro and MPEG Streamclip are fine options).
