It means that the phone was returned for repair and was probably stolen in shipment.

There's nothing you can do. You have received stolen property. The best thing to do is to return it and get your money back, then buy a phone from Apple or an authorized Apple iPhone dealer. You can also try to use it, but it may be blocked because it is stolen.
