Text colour is quite easy to change within the Apple Mail program. Check out the picture below. If you click the "Colors" Icon at the top in your mail program, you can change text colours there. Not sure about changing backgrounds.

To change the background color, in the New Message window click the Fonts item in the window's toolbar. Then, in the Fonts window click the icon for Document Color -

The Colors window will open automatically. You can then set the background color by choosing the one you want in the Colors window.

If that does not work at first, follow this sequence - click in the body area of the New Message window; click the Document Color icon in the Fonts window; then click the color you want in the Colors window.

I've recently upgraded to Lion, and there isn't a colours option to add to the toolbar.  Unless you know of another way, I have to highlight the text and go through the sub-menus to change it.   A total pain, and certainly no improvement to previous formats.

Click the Fonts item in the Toolbar -

and a new section will be added underneath the Toolbar with text formatting stuff, including a button for Color -
