I have this exact same issue, how can this be resolved?

Try the Spotlight solution in this post, it worked for me.

Sounds bizarre, but if you have either Firefox or Chrome browser open in the background (not Safari), Air works. Not sure why. Found this workaround on the Adobe site.

I have the same issue with iLife apps (iPhoto, iMovie and GarageBand and have called Apple technical support several times over the last two weeks.
Apple technical support are unable to resolve the issue and refer me to iTunes Store/Mac App Store Customer Support. This results in a few emails from iTunes Store/Mac App Store Customer Support before they refer me back to Apple technical support.
I am sick and tired of this issue and am going to the Genius Bar and they can fix it or replace my MacBook Air, or alternatively I'll take a refund! Apple are really going down in my estimation; this is a known issue that is getting no attention. I was going to buy a new iPhone but if this is the standard of Appple support I am through with them.

I probably should've reply to this earlier, but the post above regarding the Spotlight solution does work. Click on the link above and follow this link, it will solve your problem.
