Add one more, everwhere I hear the following: "Just pick the "None" option."
I couldn't get it with a new account, or with an existing account, not in the itunes store not in the apps store, even tried several different countries. I don't own a credit card and I don't want to own a creditcard, Honestly, I don't even really need or want that I-Pad or any of the apps that badly, in fact, I don't want to pay apple for anything whatsoever. My employer says it's mandatory to use the Ipad for my job, as such I need an alternative, besides asking my boss to provide me with a company credit card. (especcially since this is an internship at a government institution and I'm fairly sure they won't agree to that.)

You should just follow the instructions in the link that the OP gave above to create an Apple ID without a credit card.

The instructions only work if you are creating a NEW account. Not if you are trying to sign in with an EXISTING account. Please fix this!

If you do not have an iTunesID, then it will work fine.
Go to the iTunes store.
As noted, you need to first select a FREE app then select Create New Account and enter your current AppleID.

Sorry Chris. This doesn't work for me. From iTunes (10.4.1.10), I click on App Store. I selected a FREE app (Facebook for example). I get a popup. Top half has the "Create New Account" button, bottom half has the sign in for existing accounts. If I click on the "Create New Account" button (and click OK to terms), I get to the screen where I can't go any further because my email address is already associated with a current Apple account. I can't get past that screen.
If I choose to sign in with my existing account, I have to enter my credit card number.

Select None as the credit card type and verify your address.
Note: If you owe anything you will need to enter a CC.

Chris, the "None" option is no longer there in iTunes 10.4. Nor can I add it on my device without a CC. I've been saying this for three weeks. The "None" option is NOT there. I just noticed that iTunes 10.5 has been released. I will download and install and see what happens.

i could create a new email to do this, but it is annoying
the problem is that i've created the appleID in internet and not directly in iTunes

I agree, Don. I can't believe more people haven't found this to be an unacceptable business practice. Thank you for posting. I know this is a user driven forum, but I'm sure Apple pays attention to hot button issues. And if more people complain about it, they'll eventually fix it. I know if it were my product, I would pay attention to the user community.
Also, I've tried setting up a new e-mail account. It doesn't work either.
I'm not sure why some "higher level" users on this forum think there is still a "None" option and keep instructing people to use it. There isn't one. I'm a computer programmer - it's not like I'm a novice computer user fumbling about and not finding it. I've tried every angle to get past entering a credit card number and there just isn't one in versions 10.4 or 10.5. I find this completely horrendous and wonder why other people don't have a problem with it. All of the free apps out there that I can't get to...

just a clarification, if i create the apple account direcly with iTunes i can to select NONE as method of payment.
I have done it by creating a new email account and then follow the step of the link above
