Have you tried buying music, as if this doesn't work, then there is a problem somewhere on your side.
if this works, verify if the billing adress is the same as the return adress. (you have to write out your name the EXACT same as it is on your billing adress.)
This should solve it.

Rio Islam, I've just tried to answer Phobs' question, but this will only work if you use a credit/debit card. If you instead use gift cards, same as for myself Apple has made some kind of mistake, and therefore when using gift cards for the "card app" the message:
"There is not enough information in your account to process the order. Please go to Settings -> Store to update your account info." will come up.
Lets hope Apple fixes this fast.
If anyone finds a solution, please post this here!

@Starv; thanks for the response. This is the frustrating part. I can buy TV Shows, Rent Movie, Purchase Music without issue.
No issue buying Apps from the App Store either on my iPhone, iPad or on my MacBook Pro.
I was able to purchase a Card on day #1 and it was delievered to the recipient, but since then I have not been able to complete a transaction in the Cards App.
I guess Apple is happy enough with my revenue stream and they don't want me buying Cards from them!
If I am able to purchase I will update my post.

Looks like this is working now. Yeah!
I entered my credit card info in iTunes; Store > View My Account and verified that the same credit card appeared when I checked on my iPhone; Settings > Store > Apple ID: > View Apple ID
The only thing I noticed this time is that Apple does not have a field for a middle initial on the billing address for your credit card. So when @Starv mentions make sure that the billing address is exactly the same...it appears that this may be impossible if your billing address uses a middle initial. Unless I just add my middle initial in the first name field?

I put in the middle initial in the first name field. doesn't work it seems like the app won't take the security code on the iphone via the settings/store menu or through itunes. my credit card company actually sees apple doing the credit card check and says it was approved.

faced same issue here with the "not enough information"... Apple ID's from Spain and UAE.
Found the solution from sakic10 on this thread!
Basically the country in your Settings>International>Regional format
should be the same as your iTunes account country.
It worked, I just placed an order
