Launch iTunes then go to the iTunes menu bar click iTunes > Preferences then select the Parental tab.
Select: iTunes Store then click OK.
You'll have to go back and deselect that box if you want to make iTunes purchases.
This being a user to user forum, we have no way of knowing whether or not Apple will refund your money. Fingers crossed!

I am in the same situation with my 7 year old running up a £1000 bill on Friday evening via "in app" purchases... I have emailed iTunes and they replied requesting all of the relevant order numbers and telling me how to secure the iPad so this doesn't happen again. I sent the information but have not heard back yet. Just wondering if you have had a postive outcome?
