Settings > General > Reset > Reset Network Settings should fix that.

You will not lose any of your apps or data.

You will need to re-enter your wi-fi password after the phone resets.

If the steps in the Apple tech note do not fix the problem you most likely have a hardware problem.

I know but how can I take the procedures to replace this Iphone or to contact the right persons specially in Egypt I can't find Apple officical store or even reputable reseller since all of them escape from replacing or doing maintnance by saying unconvincing justifications.

IF you can make any one from apple to contact me I'll be gratefull specially this is manufacturing defects and alot of users are suffering from the same problem.

If you bought it in Egypt the dealer you bought it from would be responsible for repairing or replacing it. If you did not buy it in Egypt you don't have many options. Apple will only repair or replace phones in the country where they were purchased (except for purchases in the EU, which are covered in every EU country).

But do you have any suggestion to contact or mail the concerned person in Apple company so he could give me a hand and I might ship this I-phone to him via any courier like TNT or DHL ? Spcially this problem is somehow well known and most of sites and advices says that it is Manufacturing problem mainly in 4S existed in Hardware not a problem caused by miss usage. Therefor If you have any tool so I could mail them or contact the concerned person in any countery or even in the mother country  it will be more preferable better than searching for the dealer whome I bought from and I most probably I will never find,. Moreover, ref. to my usage, I-phone without Wi-fi is a piece of metal !!

There is no person to contact. Hardware fails. That's why there is a warranty. You must abide by the terms of the warranty to get help from Apple. That means that you must take it to an Apple store in the country of purchase, or ship it to Apple from the country of purchase with a return address in the country of purchase for them to return it to after repair or replacement. If you know someone in the country of purchase you could send it to them and they would be your agent. But that is the only option other than traveling there yourself.

I'll send the device via ony of my friend to official apple store in Dubai where they see the actual problem and seek for the subtle solution but I hope they can deal with this matter professionally away from warranty documents and so on. As all the sites advises that this is one of weakness in the 4s Iphones and causes disappointment to at least 5% of users moreover, their reseller here said that this is manufacturing problem and the solution is to replace the mother board with the same cost of mobile or trying to contact the mother company to fix this existing problem...I'll keep you updated guys with what will happen with my device hope it will be fixed ....
