The older Apple TV did not support Arabic, but I have not seen any published info about the newer one.

i found a workaround. i was thinking since french works, what if i insert the arabic subtitle srt file using handbrake but define it in handbrake as french subtitle.
i tried it and it works!. now my applet tv shows arabic subtitles when i actually chose french subtitles!.
not tidy, but works.
btw i found in the apple tv 4.3.3 general->audio/video settings->subtitles list, and arabic is not there.
i hope this helps someone else.
