Hi Rich, I haven't tried this on 10.5.8, but from my notes...
This command adds a delay, in this case 45 seconds, before displaying the Login Window.
defaults write /Library/Preferences/com.apple.loginwindow StartupDelay -int 45
If the Login Window UI detects that the network servers are available when it starts, it will skip the delay, also if network servers become available before the delay expires, the Login Window UI cancels the delay and displays.

This was helpful, and is exactly what I have already given the customer, but we fount that this option only works on actual startup of the workstation not on wake from sleep. So that's why were were hoping to add the visual red/green indicator for the user to be patient while the workstation finishes its wake up from sleep.
This visual indication feature showing "Network Account Accessable" is part of Lion's login window replacement, and was hoping through some plist manipulation to making it visible the information visible by default.

My customer found the answer: (thanks Jeremy)
sudo defaults write /Library/Preferences/com.apple.loginwindow AdminHostInfo DSStatus
This will cause the loginwindow to display "Network Acccounts Available" with the red or green light by default.
I have test this on Snow Leopard (10.6.8) and Leopard (10.5.8) only.

I know that this is quite an old thread, but was wondering if anyone could help me with a similar issue.
Our users who login before the red/orange light has gone, and have cached accounts, are not receiving any of their preferences when they log in (as expected by me, but not them!).
Therefore I am looking into a way of delaying the loginwindow by 30 seconds (unless OD/AD become available earlier).
I have attempted the following:
defaults write /Library/Preferences/com.apple.loginwindow StartupDelay -int 30
However, to no avail!
We are running OS X 10.7
