Yes you can FaceTime to ANY iOS device that has 2 cameras (rear-front) and YES you can 'call' another email address. This email address does not have to be your AppleID email address, just an email that is registered under your FaceTime options in the Settings App.
No, there are no airtime charges because FaceTime is WiFi only. You can even make the initial call to the other person's email address without calling their number over the mobile networks.
The country you call must support FaceTime. I'm sure India will do but I can't confirm.
