Turn off and unlock instructions are both on page 10 of your iPhone manual.

My 4 year got a hold of the phone. When I went to use it, I see "unlock" slider, but was unable to get the screen to respond. I tried turning the phone off, but it's still unresponsive. I have also tried going to the manual and follow its instructions - touch home key and slide to unlock, but the screen is still frozen.

Have you rebooted the phone by holding the on/off switch and home button until the phone restarts? Simply turning off and on may not be enough.

Bummer. Does iTunes recognize it? Perhaps you'll have to restore the phone.
Can you take it into an Apple Store to have them look at it?

Hi, I just joined in today looking for the answer to the same question as wanidao, regarding "unlock slider". I tried what Jolieteddie said about rebooting the phone. If you are like me, I didn't hold the "ON/OFF" button at the top of the phone, and the "unlock button ",(little indented button at the bottom of phone with little square around it), long enough. I tried it again and held both buttons at the same time until the "apple" icon comes on. It took a couple
of minutes, for anything more to happen.
Finally, it asked for my password. I input it, at first it didn't work, then I tried again and
Hurray, It Worked!

The OP probably has voiceover activated. It's possible that the youngster pressed the home button three times in rapid succession. Turn the iPhone's volume up and see if it's speaking everything you touch.
