I want to be able to sync two different iPhones on the same iTunes account.
You don't sync to an iTunes account. You sync to an iTunes library.
I want to be able to sync different music and movies. Can that be done?
Plug them in, select the tabs across the top and select what you want to sync.

I want to make sure I'm doing everything correctly. I also want to make sure I select the correct option at the summary page when you first connect each iPhone.
An APPLE rep told me to check Sync only checked songs and videos
Manually manage music and videos
And he told me to uncheck Sync Music in the music tab
So I am totally confused now.

Not really. And it's not that difficult at all.
Plug it in, select it and select what you want to sync.

You can do it this way but it's a lot more work.
(Apple reps are just people like you and me and don't always know everything)

I would not recommend this especially if syncing more than one device.
Create a playlist (or multiple) for each device.
Select the music tab and sync only the playlists you want. Then add/delete from these playlists to add/remove from the iPhone.
