Select them all in the FCP timeline and then choose Modify>Audio>Add Normalisation Gain.

That said, I always find doing this manually is the best way. Remember that you can select a clip in the timeline, play that section of the timeline and hit ctrl+ and ctrl- to adjust audio levels by 1 db on the fly. This will only adjust the level of the entire clip in the timeline. Keyframing is often necessary within a clip.
