Sorry, but it is not possible to downgrade iOS. Apple does not provide the means to do so.

You can restore your iPhone to the original software.

You cannot downgrade to a software version that is earlier than what was originally on the phone.

If it came with 3.3.1, and the 4.2.1 was an upgrade, you can revert to the original software.

Here is an article that explains how:

That article relates to factory resets, NOT downgrading your OS. As Kappy stated, once you're on a build of iOS, you can't go back without third party programs and jailbreaking.

    Thank you all for help

It is sad I can not restor 3.1.3 because the 4.2.1 is slowing down the whole I phone

the wifi is inactive now and I think it is because of the latest version of IOS

Is possible for a programmer to do it for me without jailbreaking it ?

    You can downgrade the firmware.

Downgrading the firmware is not a trivial matter but people do it, because in any device, newer firmware is not always better firmware. (sometimes features or capabilities get removed.)

Look on youtube and use Google.

Do your research, changing the firmware may give you what you want, or it may introduce other problems.
