this is likely a carrier issue, not an iphone issue...
3 bars means nothing with regards to a data connection. Does your phone indicate 3G, EGDE or anything else next to your carrier name or bars? if no, then the device is not picking up the data network (either because of the carrier or because of your location.
is this only happening in your office? if so - then obviously your office is "shielded" from the data connection - and it is not the carrier or apple's fault...

it does say 3g next to the AT&T symbol...and it always does.
it doesnt always happen though. sometimes it happens. like today for instance it has happen all day. Yesterday it was fine in the morning and the afternoon it was very spotty...
it happens when im at home as well. and it seems like i cant get more than 3 bars...rarely will i have 4 and i live right next to towers...

This is happening to me as well. I was just issued a replacement iPhone 4S for a different issue, and this new one drops data, even though it shows 3G. And this occurs in my office and home, both places that my previous 4S worked just last week.

Try Airplane Mode On/Off
Try resetting your network settings
Try a new SIM card

tried airplane mode...this is what happened: when i turned airplane mode on, obviously it showed no service. When i turned it back on, the iPhone said Searching... then showed one bar. i waited a minute still showing one bar. Once i entered something, say facebook, that would need data, my bars jumped to 3 bars and still said i had 3g service. But, all that happened was that my facebook just kept spinning and spinning...same with webpages...then eventually it will time out and say that the webpage cannot be opened. Any thoughts? i find it strange to go from 1 bar with 3G to 3 bars with 3G at the exact same time, everytime i try to open a data reliant app

also thought i might add that my phone worked fine this morning in my office. i was streaming pandora. i went out for lunch, came back and thats when it decided to quit working today...So, its obvious that my office is not "Shielded" as Danbi84 spoke of earlier

can i take this phone to an apple store and have them trade me out with a new one? i didnt buy any apple care or anything like that...but i have had it since launch day.

You have a 1 year warranty. If there is something wrong with it, they will replace it from service stock. Service stock could be new or refurbished. You should not be able to tell the difference. At this early stage in the life cycle of the 4S, it's doubtful there are very many refurbished units in service stock yet.

If so and no effect, return it for warranty replacement.
