There should be an oval shaped button at the top right corner of the Palette's bar, this reveals the other options in a weird bit of OSX UI.
I can't see it in your snap but try clicking where it should be.
I'm currently in Snow Leopard so this possibly is part of Lions "improvements."

As Peter said, this is one of Lion's "improvements" that I guess is to keep users from accidentally hiding the choices. Clicking where the oval used to be doesn't work nor does any resizing of the palette window. Since it does work in other apps for you, it would seem to be specific to Pages. Deleting the Pages preference file is a good troubleshooting step. Go to (your account) > Library > Preferences & delete the com.apple.iwork.pages.plist & restart Pages. The door to the user's Library is hidden in Lion but it is easy to open. In Finder, hold down the Option key while clicking on the Go menu & your users Library will appear about halfway down the list.
