Q: I see a warning that iCloud storage is at close to 5 GB

but when I try to manage storage all I see is backups that total less than 0.5 GB. I have no idea what's in there for 4 GB.

The solution apparently is to delete the backup from iCloud and run a new backup. See the other thread,
iCloud 1.8GB storage in use - except it's not
