My husband and I both have iphones on a family plan. However everytime one of us downloads an app or itunes or change a contact in our phone, it changes the other phone as well. I tried turning off icloud in the phone but it still does it. It is extremely annoying, I would appreciate any help

You cannot have turned off everything, if it is still doing it.

However, if you are using the same iCloud AppleID on both phones then iCloud is working as expected. Syncing between multiple devices is exactly what iCloud is designed for.

If you want to keep your stuff separate, you need separate iCloud accounts.

My problem with having seperate accounts is that we cannot then find each others's devices anymore. Even using iCloud.com from safari on my iPad doesn't work because apple is detecting I'm on an iPad and so not letting me use safari to access iCloud via web

    Very frustrating

Yes, you can. Just log in to the "Find my iPhone" app using the Apple ID for the device you want to find.

Why do you need to find each others devices though? Do you lose them often?

If you're actually using "Find my iPhone" as a way to keep track of each other, then you should be using the "Find my Friends" service and app on your devices.
