My 3 year old loves to play toddler games on my Ipod, however, yesterday she somehow set a code that blocks access.  I have no idea what numbers she put in .. is there a way to reset this without restoring to factory settings?

No.  You'll need to restore the iPod, but it won't need to be to factory settings.  You should be able to restore from your most recent backup.  If iTunes asks you for a passcode when you connect it, place it in recovery mode to bypass the passcode using the instructions in this Apple support document.

See here for instructions and assistance on restoring your iPod from a backup.
