I understand. If "report a concern" does not appear for that app, then go to iTunes > iTunes Store, and click "Account" on the right of the page. Supply your Apple ID and password. Then scroll down to "Purchase History", click "See All", then find your app and click the arrow to the left of the purchased app.
Then, click "report a problem".

Note: You cannot use Report a Problem for free content or In-App Purchases. For issues with free apps or In-App Purchases, you will need to contact the developer. The developer's contact information can be found on the application's information page from the App Store.

If the app you're asking about is free, you are correct. Other than contacting the developer, the only option that comes to mind is Apple's general feedback:
Don't dismiss that as futile - I happen to know they pay attention to such feedback.
