Try an external harddrive. Suggest you get a powered drive that's one with a power cord. Suggest you connect with something other than USB 2.0.

Use Apple Configurator with a syncing hub. You can sync 100 or more with the right up. (That hub will cost about $700 or more.)
If you have an MDM you can use the MDM with School.Apple.Com to configure over the air and onboard with Apple Configurator.

MDM = JSS Capser, AirWatch, Program Manager (Apple's Free version)
You have to use an MDM to send data over the air, however it is not the same as iTunes syncing. You are EDU/Business forget everything you know about consumer Apple process. You need your EDU hat now.
