What resolution is selected? How do you have the screens setup?

Also what you are descripbing sounds like "underscan". There should be a underscan (or overscan?) setting in the displays preferences for the tv. Your TV itself probably has it's own overscan/underscan setting(s). You will have to read its manual and look at the various menus. Sometimes different manufacturers refer to underscan/overscan by different terms. And it may not be a slider. For example, my Sony has a "full pixel" setting for this.

HDMI resolution for the TV may only be 1920 x 1080 (not 100% sure of this though).
