Different apps have different minimum hardware requirements in order to perform well, or in some cases at all. In the case of iPhoto for iOS it requires an A4 chip (or newer) with at least 512MB RAM*. The only iOS devices that meet these requirements are iPad 2, iPad (3rd Generation), iPhone 4, & iPhone 4S.
*Apple doesn't list RAM specs for any iOS devices, nor do they list RAM requirements for iOS apps. But they do list the compatible devices for each App in the App Store.

iPhoto CAN be installed on an iPod Touch 4G and also an iPad 1, just use the iPhone Configuration Utility download:
Just add the Application (after downloading in iTunes) to the program, connect your iPod/iPad and click "Install".
However: You can't sync apps with iTunes after doing this (it will remove iPhoto)
It will work perfectly on both iPad and iPod Touch

Anyone who says its RAM is stupid. The reason why is because iPod touch lacks a magnetometer. iPad doesn't get it because front-facing camera is required as one of the apps requisites

Dunno but I have it because of the 'iPhone Configuration' utility. I only got it because on my iPod because paid for it and I didnt have an iPhone or iPad.iPod touch, iOS 4.3.2
