only thing required is itunes on your computer and thats free
all other programs are optional and requirements are down to your interests and requirements

New iPads can be activated directly on them.
If you want to sync (i.e. copy) your current music to the iPad then you will need iTunes on your computer to add the music to and to then sync to the iPad. You don't need any other software on your PC or Mac.
Any apps (programs) that you want to install on the iPad you can only get from Apple - which you can either buy/download via the iTunes store in iTunes on your computer (you can then connect your iPad to your computer and sync those apps to the iPad), or you can buy/download them directly on the iPad via the built-in App Store app.
