Do a search 0x80092013 and you will see there is quite a few of us.
I think there is something not quite right with the latest itunes possibly only with Windows 7 (I have a Vista machine and the latest version works fine).
Could you test to see if going to the Help menu and then selecting Check for Updates results in the message 'the itunes update server could not be contacted. Please check your internet connection, or try later'. If so you have exactly the same problem as me and numerous others.

I'm having this same issue... however, I'm using Vista. Been looking all over the place for a solution.
Apple... in case you haven't noticed... we can't make any purchases!!
