If you still have the old iPad then connect it to your computer's iTunes, right-click on it under Devices on the left-hand side of iTunes and select Backup (you may also want to do File > Transfer Purchases to make sure that all your purchases are on your computer), and then try restoring the new iPad from that backup

Mar 17, 2012 12:51 AM in response to King_Penguinby lvmedic3214,I did this exact thing today with my new iPad. It synced all the Apps and data but the layout changed. It did not keep the Apps in folders that I had created. I noticed this also when I upgraded from the iPad 1 to the iPad 2.

I called Apple Care and the tech walked me through exactly what King_Penguin suggested .. only we renamed my iPad 2 for the backup so we could be sure we were using the latest backup. It worked perfectly and all of my Apps were copied over into the same folders .. in effect, I have cloned my iPad 2 onto the new iPad.
