They are not located by serial number. If you enabled "Find my iPod" and Location Services in Settings, you may be able to locate it through iCloud:

    Click the big green icon.

Reporting a lost or stolen Apple product

If you have lost or found an Apple product, please contact your local law enforcement agency to report it. Although Apple does not have a process to track or flag lost or stolen product, you can use My Support Profile to find a list of serial numbers that have been purchased or registered with your Apple ID.

But the problem is after wiping the device, I couldn't able to locate or sending any message anymore .

Yes, once it is wiped it can do nothing and no one but you can do anything with it except set it up as a brand new iPod.

Finding it will be as difficult as finding anything else that got lost or stolen. Theves steal iPods and sell them for five or ten bucks. Most of them show up on Craigslist. If you filed a police report with a description and serial number and it is eventually recovered, they will be able to return it to you. Unfortunately that is all you can do.

That helps me! Mine got stolen at school, but I don't think anyone will sell it I already reported it stolen to the school, they do nothing -.-. So maybe I should report it to the police if the school  can not find it within a week.
