Music will not be surround encoded, many TV Shows aren't DD either, though may have Dolby Pro Logic encoding.
I suspect the issue is probbaly related to your amps settings for that input, as AppleTV cannot generate surround from non-surround tracks not does it perform any kind of pseudo surround DPL encoding. It only plays the files, and it's up to the amp to interpret them.

Here's another piece of the puzzle in case it helps: the problem I described only happens when I'm trying to play music with the TV off. When I turn the TV back on, no surround sound. Sometimes I like to listen to music without the screensaver/CD art on the screen.

How are you connected to TV and amp? HDMI to TV optical to amp or HDMI to amp then on to TV?
It seems to sem several things get dictated by what device is or isn't connected/on (TV) when it comes to surround output in general.

I have HDMI going from ATV to receiver and then HDMI from receiver to TV.
Since ATV is connected first to receiver, I'm not sure why it wouldn't do surround sound when the TV isn't on. But I'm a complete newbie when it comes to this stuff.
