    I had same problem.  Here is what I did:

     

    1.  Went into settings on iPad 2.

    2.  Went into iCloud.

    3.  Hit "Delete Account" at the bottom (the big red button).

    4.  It said that everything would be deleted, I selected "Delete"

    4.  Signed back in to iCloud.

    5.  It re-downloaded and updated everything from iCloud. 

    Note: I didn't lose anything, it reinstalled it all including all photos. 

    6.  Photostream now works.  I took a picture with my iPhone 4 and a minute later it showed up in Photostream in my Photos on my iPad 2.  The photo also showed up on my MacBook Pro.

    Make sure your Apple ID is the same in iTunes and Photostream...

    I noticed a problem recently with photostream not working. The only change I had made was turning the Bluetooth off because I read it saved power. Tried everything else listed here without sucess before I thought of turning the Bluetooth back on. Turned it back on and poof! Everything started working again.

    Thanks, it worked for me. I closed all the apps running in the background, and PhotoStream started working OK. I didn't have to turn on/off my iPhone 4S, though.

    Make sure your battery has at least 20% charge. Photo stream doesn't work when the battery is  low

    Last night, I took a picture at a restaurant with my IPhone 4. It didn't go into Photo Stream. Later, at home, I tested taking pictures again and it worked fine between iPhone and iMac. But the pix I took at the restaurant lingers in the photo album and never went into Photo Stream. What gives on that?

    Having same issue with my iPhone and iPad 3.

    Photostream in not syncing between both iDevices.

    Tried everything.

    Forget trying to get Apple to help you guys, these people are useless... 4 pages and not even one sign of Acknowledgement about this issue?

     

    I have 6 Apple devices and these suckers won't even take the time to respond... Great Customer service

    I had the same issue then i figured out why.. If your phone is 20%battery or below it will NOT sync photos, after you charge it past 20% it will sync once you take 1 picuture.. This occured on both Ipad and Iphone and the solution worked on both

    I spent a great deal of time troubleshooting this issue and then, quite by accident, tripped upon the answer. At least the one that worked for me.

     

    Apparently photo stream will not sync if the battery level on your device is below a certain percentage. Don't ask me what that percentage is yet as I have not done extensive testing in that department. That being said if you are having problems syncing a device simply plug that device in so that is is charging and make sure it is on a wifi connection. If you are syncing from an iPhone to a iPad I found it goes faster if they are connected to the same wifi network. However, this may be my imagination getting the best of me. My guess is that Apple does not want the device to fade off during the sync process causing a corruption of data or the library file it is editing.

     

    It would be great if we could get an Apple engineer to confirm this (hint, hint all you Apple engineers out there). It would be even better if there was some sort of popup message that alluded to this tiny yet incredibly important detail or even better a button that initiates the sync and then gives you the popup message if you are not connected or low on battery. Just suggestions... not saying we don't like your technology but if multiple users are having the same issues it may not be as clear as you think it is.

    Yeah well, the funny thing is that you can open ANY photo edti app and then you see that all pictures are actually in the stream. If you open the album, they are not there..........and sometimes, all of the sudden they are, to disappear the next tim you try.

     

    No worries, in a century or so, Apple will wake up and invent a patch or something. Not now, they already got your money, so why bother?

    That's not it.  That might be something, but that's not it.  I'm having this problem while fully charged and connected to power.

    Maybe battery level is the issue, but I can't say I've noticed this being an issue in the past. I also could not message a photo when I had about 8% battery left.  I plugged the phone in and it's at 18% now, still no photo stream connection.  I ended up emailing the photo, which worked fine.  Even tried shutting down and powering up the phone, but it didn't help.

    And at 20% battery - the images showed up!  It's got to be a battery saving feature - given it's demanding the phone maintain a data connection for photo streaming.
