You can set Google as the default Safari search engine by going to Settings>Safari>Search Engine and choosing Google. This will give you a Google search box on the top right of your Safari screen. If you want to start on the Google homepage you can create a shorcut to this on your iPhone screen. Tapping this shortcut will launch Safari and take you to the Google homepage. To do this go to Google.com in Safari, tap the arrow button at the bottom, tap Add to Home Screen.

I don't recall what the URL is for the Safari welcome page on the iPhone is. You could try opening Safari on your phone and tapping the back arrow (bottom left) to see if it's still stored in your history.

You can't set a home page on Safari on the iPhone. However, you can put a shortcut to the page you want on the Home Screen of your phone. Navigate to the page you want (i.e. the Google search page). Then, tap on the icon at the bottom of the screen that looks like a box with an arrow coming out of it. Select "Add to Home Screen". Then, instead of using the Safari Icon, you'll use the shortcut and it will always take you to the Google search page.
Best of luck.

There’s no home page website on the iPhone 4S version of Safari. Instead, when you tap the Safari icon, you return to the last site you visited, or a blank page. However, if you want a home page, you have to create an icon for it as a web clip.
