Nevermind. I found it. The problem was a corrupt .help file. In the user's Library directory is a folder called Caches. In there is a folder called com.apple.helpd. Apparently this holds a set of databases for the various installed help files. Inside that folder is a folder called Generated. This is the database of where the help content for each installed app is stored. In that folder I found com.apple.iWork.Pages.help which I removed and then reatarted Pages. This generated a new com.apple.iWork.Pages.help and now the helpviewer could instantly locate topics in the help file. Hope these few tidbits help somebody else. I got a few clues from reading related posts and kept hacking.

I had a similar problem - could see the top page in the Pages and Keynote '09 Help systems but all links thereafter led to an error message: "the selected topic is currently unavailable".
Found and removed com.apple.iWork.Pages.help as jfancherla described, restarted Pages and Keynote and nothing changed. Left everything aone for 5 minutes, and hey presto we have help pages! Thank you...
