The entire bar? or just the field where you type the URL?
If the entire bar has disappeared, use View -> Show toolbar.
If it's just the address field, choose View -> Customize Toolbar and reset your toolbar how you like, by dragging the elements from the popup to your toolbar.

Quit safari and make sure it's not running by making sure ther is no blue light on the bottom of the dock beneath the compass icon.
Then click on finder, and select GO from the top menu bar. Hold down the Option key to show the hidden library folder in the drop down list.. click on Library.
Navigate into the preferences folder.
Click and drag the com.apple.safari.plist to the desktop.
Click on the compass to re-start Safari and you should be good to go.
